Securing and Managing Funding for Swanville’s Water System

Challenge

With a low median household income, and a population of 300, securing funding for essential water infrastructure improvements presented a challenge for the City of Swanville. The City’s water system, which includes an outdated water tower, aging wells, and meters nearing the end of their serviceable life, required extensive upgrades to meet current needs and ensure safe, reliable service for residents. However, the $5.5 million needed for these upgrades exceeded the town’s budget, creating a need for external funding.

Solution

Swanville partnered with Moore Engineering Inc.’s Funding Services Team to create a funding strategy with multiple sources. Our team secured funding from the Small Cities Development Program, USDA Rural Development, and the Clean Water State Revolving Fund to reduce the City’s financial burden. Our team has also managed the complex administrative process of these funds by coordinating with agency staff and ensuring compliance with state and federal requirements.

Outcome

With funding in place, Swanville can move forward with critical upgrades that will deliver safe, reliable water services for years to come.
