
Ottawa Street Reconstruction
CHALLENGE
The Ottawa Street Reconstruction project faced the challenge of balancing community awareness, support, and financial responsibility. With the roadway and stormwater system at the end of their service life, more than 50% of property owners petitioned the City to reconstruct the corridor. It was determined costs would be shared across the assessment district. However, some property owners were unaware of the project or their financial obligation. This created a unique dynamic as some property owners were eager for improvements, while others were uninformed
about the scope and potential cost. Since many discussions occurred before Moore Engineering was selected as the lead engineer, early engagement efforts had to bridge information gaps, manage expectations, and build consensus among all stakeholders.
SOLUTION
To address the diverse concerns of the assessment district, the project team implemented a robust stakeholder engagement process. In addition to conducting surveys and gathering data from property owners, the project team established the Ottawa Street Stakeholder Advisory Committee. All property owners along the corridor were invited to join the committee, ensuring that the voices of those directly impacted by the project are heard. The committee has met several times over the course of the first few months of the project to discuss design alternatives and potential improvements, with the goal of selecting the most suitable option for all involved. This proactive involvement of stakeholders ensures that the community has a direct role in shaping the project’s direction and that concerns about accessibility, safety, and stormwater management are effectively addressed in the final design.
OUTCOME
While the project is still in the design phase, the proactive engagement approach has created a collaborative decision-making process. By involving stakeholders early, the design will balance accessibility and safety and property owner preferences. Once completed in late 2026, the reconstructed Ottawa Street will feature a modern roadway, enhanced pedestrian facilities, and an upgraded stormwater system, ultimately improving safety and usability for all users.
