Focused Civil Teams Bring A New Chapter in Service Excellence

At Moore Engineering, our commitment to client success drives every decision we make. In continuing pursuit of our mission of “improving lives by building strong communities,” we are excited to announce a strategic reorganization of our civil sector into two focused divisions: the Municipal Sector and the Land and Site Development Sector. This change marks a significant step in our ongoing efforts to provide greater focus, expertise, and value to our clients.

Focused on Client Service

The civil engineering landscape is increasingly complex, with municipalities and land developers facing distinct challenges and opportunities. Recognizing this, Moore Engineering has restructured its civil sector to create dedicated teams that bring deep, focused expertise to each client group. By honing our sectors, we can respond more effectively to the unique needs of cities, towns, and private developers, ensuring that every project benefits from tailored solutions and industry-leading experience.

Moore Chief Development Officer Amy Denz said about the reorganization, “Civil engineering is at the heart of our company, as we improve the economic viability and quality of life for dozens of communities every year. This new structure will allow us to focus our expertise and create even greater value for our clients.”

Meet the Leaders: Jon Pauna and Jason McCarty

Leading our new Municipal Sector is Jon Pauna, a trusted professional who has been with Moore Engineering since 2017. With an additional 12 years of experience serving communities at other firms, Jon brings a wealth of knowledge and a passion for helping municipalities thrive. His work with Minnesota cities like Fergus Falls and Morris has given him a firsthand understanding of municipal needs, challenges, and opportunities. Under Jon’s leadership, Moore Engineering serves over 150 municipalities across its service regions, providing innovative solutions that help communities grow and succeed.

Jason McCarty heads our Land and Site Development Sector. His career spans more than 25 years managing large-scale development projects in the Twin Cities area. Jason’s portfolio includes high-profile communities such as Trillium Woods in Plymouth, Woodbury’s Stonemill Farms, and Victor Gardens in Hugo. His extensive experience in land and site development projects equips him to guide our clients through every phase of development, from initial planning to project completion, with a keen eye for detail. Jason brings an enduring commitment to creating developments that make communities feel like home.

What This Means for Our Clients

This strategic realignment allows Moore Engineering to deliver more focused expertise and responsive service to our clients. Municipalities will benefit from a team that understands public sector processes, funding mechanisms, and infrastructure needs. Developers will gain access to professionals who are well-versed in site selection, permitting, and project management for residential and commercial developments. By putting the right leaders and teams in place, Moore Engineering is better positioned than ever to help our clients achieve their goals.

Looking Ahead

As we enter this new chapter, our clients can expect the same dedication and partnership they have always received from Moore Engineering, now enhanced by the advantages of more focused sectors. Whether you are representing a city or planning your next development, our teams are ready to provide the expertise, support, and solutions you need to succeed.

We look forward to continuing our legacy of service and innovation delivered by employee owners, now with even greater ability to meet the diverse needs of our clients across North Dakota, Minnesota, and Colorado.
