Ensuring Safety: Spill Drills at Drain 45 in West Fargo

On the north side of West Fargo, Drain 45 collects and conveys stormwater runoff, running through industrial park and rural areas before discharging into Drain 40 and, ultimately, the Red River. Drain 45 serves as a critical water management facility under the oversight of the Southeast Cass Water Resource District.

The industrial park is home to multiple companies that could pose environmental risks to the adjacent Drain and downstream watercourses. One such company that produces oil from agricultural products is mandated to conduct biannual spill drills. Oil spill drills are essential exercises designed to prepare emergency response teams and organizations for the rapid and efficient containment of spills in the highly unlikely event of a real-world disaster. These drills help teams refine their skills, test equipment, and ensure effective coordination among different response groups. The drills also play a crucial role in ensuring compliance with environmental regulations and improving overall preparedness. By simulating worst-case scenarios, they can ensure the safety of their employees, the surrounding community, and the environment.

How the Spill Drill Works During these drills, a trained crew simulates an oil spill event and implements a response plan. The team employs advanced equipment, including a baffle-type structure and skimmers, to contain and remove the simulated oil. The extracted material is then pumped into a nurse truck and safely returned to the plant. This process tests their ability to act swiftly and effectively, ensuring that every step in their procedures is meticulously followed.

Our role includes closely monitoring local lift stations and pumps that could be impacted in the rare event of an actual spill. By coordinating efforts among the district, the City of West Fargo, and industrial companies, we aim to ensure seamless communication and preparedness.
